Ministerial Conference

The Ministerial Conference is the top decision-making body of the WTO. It meets at least once every two years. Recent meetings have been in Seattle (1999) and Doha (2001). Each of the member countries of the WTO has a right to send delegates, who will normally be trade ministers. The 15 countries of the European Union do not participate as individual countries, but are represented by the EU Trade Commissioner. Decisions are normally taken by consensus (everybody must agree). Each of the countries has an equal say.
