Council of Ministers

The Council consists of one minister for each member state. It is the main decision-making body of the EU. The government representatives in the Council are responsible to their own national parliaments and to the citizens they represent. They have the power to speak on behalf of their governments and to enter into agreements.

Although there is just one Council, different groups of ministers meet as particular topics are discussed. For example when the European Union needs to make a law on agriculture, all of the national agriculture ministers meet together in Brussels.
