DIVISION PURPOSE: To act with poor people as a force for change in addressing the causes of poverty, suffering and injustice, and alleviating their symptoms.

JOB PURPOSE: To proactively lead the development and implementation of key people strategies and strategic organizational capabilities supporting business needs and ensure that People Management is central to the activity of the Region. To be a key agent in the direction, support and management of change within Oxfam and provide senior management coaching on all HR issues.

Staff reporting to this post: Hr and admin roles both direct (regional center) and indirect reports ( country level)

KEY RESPONSIBILITIES:

As detailed in the Regional Human Resources Manager job profile, plus:

  • Develop and contribute to the formulation of divisional and corporate HR strategy
  • Consult and negotiate with staff associations when appropriate in the formulation of new policies
  • Provide the Regional Director with sound and effective advice on all staff issues
  • Lead negotiation of favourable employment conditions with ministries of labour within the region§ Be responsible for the effective implementation and development of the full suite of HR practices according to best practice and legal obligations. Including:- recruitment, selection, reward management, health and safety, diversity, employee relations, change management and learning and development
  • Lead the implementation (and enhancement) of key divisional and corporate HR initiatives at a regional level. Recent initiatives include the roll out of a new performance management strategy and the introduction of a behavioural competency framework

Skills and competence

As detailed in the Regional Human Resources Manager job profile, plus:

  • Experience working in a senior level HR position within the East Asia region would be an added advantage
  • Ability to deliver demonstrate business impact via business transformation and change management facilitation skills
  • Ability to form a credible partnership with the rest of the regional management team on HR issues and eventually on all aspects of the business.
  • Proven initiative with the ability to take the lead on issues affecting the region and to know when to ask for help from others
  • Fluency in written and spoken English.
