JOB PURPOSE: To develop, advise on and implement the full range of human resource strategies necessary to support effective people management across the region. To ensure human resource management contributes to and is aligned to the region’s strategic goals
REPORTING LINES:
Postholder reports to: Regional Director
Indirect reporting line to International Human Resources Director
Staff reporting to this post: HR and Programme services staff, both direct and indirect reports

KEY RESPONSIBILITIES:
As detailed in the Regional Human Resources Manager job profile, plus:
- With other senior managers, make choices about what are the most effective and most critical people strategies for achieving business goals.
- Use organisational diagnosis methodologies to continually assess if the region is an effective organisational unit and is “fit for purpose” compared to its business plans.
- Provide the Regional Director with sound and effective advice on all staff issues and support managers in the region on the care, development, performance, motivation and contribution of the workforce.
- Manage and develop the performance of the regional HR team to deliver reliable and professional services that meet the needs of individuals and the business, in line with divisional service standards. This includes being able to anticipate and respond to rapid changes in business demands (such as large humanitarian responses) by adapting business processes and ways of working, by reshaping and resourcing the team appropriately and by outsourcing activities appropriately.
- Review, improve and lead the application of HR policies and business processes, both in the region and across the division, so that they meet both the needs of the organisation and its legal obligations. This will include:- recruitment, selection, reward management, health and safety (especially HIV/AIDS), records and management information, diversity, employee relations and learning and development.
Skills and competence
As detailed in the Regional Human Resources Manager job profile, plus:
- Be able to provide leadership and direction on all HR issues at the same time as balancing the strategic role with the need to deliver effective HR services day-to-day.
- Display considerable initiative and independence, with the ability to take the lead and shoulder responsibility at the same time as knowing when to ask for help from others.
- Ability to put in place and manage a resilient and flexible plan for how HR activities will be resourced to meet current and future demands.
- Fluency in written and spoken English and French.
