Job profiles

Communications Officer

You'll provide information to internal and external audiences (including Oxfam International) on Oxfam's response to specific emergencies, advising and supporting country and regional teams, and building their capacity to provide information in future programmes. You'll advise on communication matters in the context of a particular crisis to establish information flows, gather data on humanitarian needs, and ensure that relevant people get documents for information and action. You'll need a high level of knowledge and experience of organisational communications, ability to understand situations and synthesise information concisely in complex and stressful circumstances.

Accountancy

You'll assist in the co-ordination of humanitarian programmes with particular responsibility for financial management. You'll maintain high standards whilst retaining a good degree of flexibility - making sure that Oxfam's financial procedures are followed in humanitarian programmes and that the Oxfam systems accommodate the needs of the programmes. You'll also liaise with the International Funding Unit on donor proposals - preparing donor reports and setting up and monitoring budgets. Part or fully qualified with proven financial management skills, you'll also bring experience of managing a team.

Food Security and Livelihoods

Providing technical assistance to country and regional offices for periods of up to six months, you'll enable Oxfam to respond effectively to emergency situations - carrying out food security assessments and nutritional surveys, and advising on appropriate programming. You'll recommend interventions that both save lives and protect livelihoods as part of a practical integrated programme. In many instances, this will involve determining the scope for linking emergency food security interventions and Oxfam's longer-term sustainable livelihood interventions. With a degree or equivalent in nutrition, agriculture or veterinary science, you'll bring overseas experience including recent emergency food security work.

Human Resources Manager

Taking a lead role in implementing HR practice throughout Oxfam's programmes, you'll provide specialist HR advice and operational support to senior managers and develop HR strategies for emergency responses. Working closely with project teams and partner organisations, you'll undertake a series of assignments in complex and difficult operating environments, where Oxfam has had to rapidly scale-up and down its programme and capacity and where intractable or sensitive HR problems require rapid and innovative solutions. Fully qualified, you'll bring experience of providing HR leadership and direction in a range of locations and in multicultural environments.

Logistics

Working closely with all members of our logistics and supply teams as well as other Oxfam staff, you'll oversee a range of specific projects including office setups, accommodation and transport - making sure that our programmes are properly resourced within budget. You'll also play a key role in developing our security and emergency-preparedness strategy. With proven experience of leading and motivating multi-cultural and cross-functional teams, you'll bring extensive knowledge and experience of general logistics, supply, procurement, transport and distribution, vehicle management, communications and warehouse management.

Policy and Advocacy Adviser

You'll support in-country management to ensure the integration of advocacy into the earliest stages of emergency programme response, making sure Oxfam's messaging is well informed and sufficiently prioritised to service our advocacy, media and popular mobilisation needs. As well as providing initial top-line strategy advocacy, you'll provide analysis of context, problems and solutions, building on assessment information gathered by the programme. With substantial experience of emergency and development work and a track record in advocacy, you'll bring in-depth understanding of context, dilemmas, challenges and ways of working - along with the analytical ability to crystallise issues in complex situations.

Project Management

Setting up and managing humanitarian programmes at short notice, you'll help assess emergency situations overseas and provide recommendations for Oxfam's response. It will be up to you to develop programme policies, objectives, activity plans and timelines with the Regional Management Centre and country staff, as well as recruiting and managing local staff. You may also represent Oxfam to government officials, UN agencies, other NGO staff and donors. With experience of emergency and development work and an understanding of relevant policy issues, you'll have good people, financial and asset management skills, and will be comfortable in a wide variety of cultural contexts.

Public Health Engineering

The Public Health Engineering team provides advice to programme staff and Regional Management Centres to support Oxfam's integrated approach to public health - helping them respond effectively and appropriately when implementing relief programmes. Advising senior management on operational as well as technical issues, you'll co-ordinate Oxfam's public health engineering response in large-scale emergencies and actively support interagency collaboration. Professionally qualified in your own specialism, you'll bring proven experience of co-ordinating large water sanitation programmes and an understanding of development and relief issues.

Public Health Promotion

You'll co-ordinate Public Health Promotion (PHP) activities in rapid-onset emergencies and help to implement subsequent research and development strategy, supporting Oxfam's integrated approach to public health. You may represent Oxfam at inter-agency co-ordination meetings, you'll provide clear recommendations as to how Oxfam should extend its activities, and on the recruitment, deployment and skills-development needs of global and national PHP staff. With a graduate qualification in a related discipline and community-based experience in areas such as community development, water supply, adult education or HIV and AIDS, you'll bring a track record of working on public health emergencies overseas.

Security Officer

You'll deliver security management support to country and regional offices, providing recommendations and working directly to implement them - as well as building security management capacity for the future. You'll carry out assessments and security management reviews in areas where Oxfam is working or considering working; gathering information from other organisations and institutions, and representing Oxfam in security meetings with other agencies, institutions and authorities. You'll bring considerable practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations.

Staff Welfare Officer

Managing people, budgets and assets, you'll make sure that Oxfam employees enjoy a safe, functioning and comfortable environment - wherever they work. Balancing the needs of Oxfam staff against financial restraints and priorities, you'll source and provide appropriate accommodation, offices and facilities, liaising with budget holders, staff, logisticians and technicians. Your work will have a direct impact on your team. With proven people management skills, you'll need an exceptional ability to communicate with and influence people, both within the organisation and externally. Programme Representation

You'll oversee emergency or country-wide programmes to meet humanitarian needs, from initial assessment and programme design through to programme setup and ongoing management. In some cases you'll be the most senior representative from Oxfam in the country and will be responsible for all aspects of our programme including policy, advocacy, representation and long-term development programming. You'll bring an in-depth understanding of emergency and development work derived from extensive field experience at a senior level, and a track record of successful resource management.
