Regional Human Resources Manager
As a key member of our Regional management teams you'll provide leadership and specialist advice on HR and business issues, playing an influential role in developing and implementing people solutions that can create a real difference to both the organisation and the people that work with us.
Overseeing the full spectrum of HR practices, you’ll be directly involved in working with functional HR and Country directors, consulting with staff associations to develop and implement organizational policy, supporting change management and working with teams across the region to ensure the high quality implementation of our HR standards.
We currently have 3 vacancies for Regional HR Business Partners:
- West Africa; based in Senegal
- Middle East, Eastern European and Commonwealth of Independent States (MEEECIS); based in Oxford
- East Asia; based in Bangkok

Regional Human Resources Manager Job Profile

Dimensions
- Managing resources within defined boundaries or a specialist area, including people, assets and budgets.
- Providing professional advice and guidance to SMT and/or specialist advice to CMT and trustees on HR and business issues drawing on own diagnosis, professional HR knowledge/experience and knowledge of the business.
- Contributing to development of strategy and implementing across the division or through divisional specialists.
- Managing strategic and/or specialist HR information from a significant variety of sources to drive organisational priorities and act as a business partner to SMT.
- Autonomy to anticipate, plan for and resolve diverse/specialist challenges within corporate or divisional parameters, with broad scope.
- To make strategic decisions within a specialist/divisional context, to further the objectives of Oxfam and to inform the division of the external business and professional environment.
- Impact of this role is significant within the department and division(s), and may have some impact Oxfam-wide as well in the relevant business environment.
- Influence SMT, RMT, senior managers, staff and volunteers in Oxfam and work collaboratively with external organisations.
- Providing leadership within their specialism across the organisation to motivate, develop and to encourage and model a significant following culture.
Key Responsibilities
- Lead the development and implementation of the regional HR strategy (including deliverables, lagging and leading performance indicators and resourced action plans that are specific, measurable, achievable, realistic, time-bound and focused), ensuring it is focused on regional business objectives, takes account of the divisional HR strategy and its performance indicators and contributes to the region being an effective organisational unit.
- As a senior manager of the regional management team contribute to the overall management of the region, drawing on own diagnosis, professional knowledge/experience and knowledge of the business.
- Be a key member of divisional HR team, developing, contributing to and leading on divisional and corporate projects.
- Ensure that appropriate learning and development interventions are available and implemented, which develop the contribution of staff to the objectives of the region.
Skills and Competence
- Full professional qualification in Human Resource Management and/or substantial HR experience including recruitment, selection, performance management, reward, employee relations, change management, learning and development, diversity.
- Experience of providing HR leadership across more than one country. Knowledge of and sensitivity to cultures in the region a distinct advantage.
- Successful track record of consistent personal achievement at both an operational and strategic level, demonstrating an ability to spot trends and issues, propose strategic solutions, make critical decisions and deliver practical results.
- Proven ability in organisational diagnosis, project management, resource management and managing multiple priorities is essential.
- Ability to achieve results by influence and persuasion and through effective decision-making.
- Highly flexible in style with the ability to produce creative and pragmatic solutions to complex HR problems.
- Drive and determination to ensure that the HR perspective is considered at all levels.
- Understanding of the complexities of working in a multicultural environment and demonstrable ability to put diversity and gender equity at the heart of strategy, policy and practice.
OTHER: Preparedness to undertake unaccompanied travel and operate away from working base.
