Erich von Stalhein is in Jamaica. The reason for this is that an old Nazi friend of his called Werner Wolff has been living in Jamaica under the assumed name of 'Christen Hagen'. Wolff is believed to have taken secret German documents with him when he fled Nazi Germany. Wolff has now died of natural causes and his secret past has come to light. He died whilst writing a vital letter to von Stalhein telling him where the secret documents are hidden, however the letter and a map showing the location of the documents both remained unfinished. Biggles and the team are sent out to find the secret documents before von Stalhein can, as it is vital that they should not fall into enemy hands. Investigations and clues lead Biggles, Algy, Bertie and Ginger to the island where the documents are hidden but there they must confront von Stalhein and his cohorts, Zorotov and Napoleon Morgan.
