Despite Nixon's creation of the Drug Enforcement Agency and New York's adoption of zero tolerance drug laws, Barnes' operation seemed impregnable. How did a small-time hustler and heroin addict end up on the cover of the NY Times Magazine as Mr Untouchable? Barnes was convicted in 1977 by the first anonymous jury in the US.
