Managing health-care programmes for the victims of armed conflict is often a challenge for medical professionals facing massive and urgent displacement of civilians, overcrowded prisons and large numbers of casualties. Nor is it a simple matter to deal with the constraints imposed by armed conflict, in particular the dangerous conditions and difficult access to those in need.

The H.E.L.P. course addresses that challenge as a public health matter. The course is divided into modules dealing with food and nutrition, water and hygienic environment, controlling infectious diseases, setting up health-care facilities, setting up health -care system, epidemiology, connections between emergency action and development work, and implementing international humanitarian law to protect the victims of war.

This manual offers a detailed description of all the course's educational objectives. They have been arranged in a logical sequence in which each objective has a connection with the following one. this enables the instructor to have an overall view of the course, to understand the teaching method used and thus to make a more effective contribution.
