Lord Scarman, introducing his inquiry into the Brixton riots, has said that 'trouble arises' when 'the herd instinct takes over'. In fact there is no hard evidence for such an 'instinct' in humans. So why does a senior figure in the British establishment invoke it so confidently, in advance, as an explanation of racial disharmony? The National Front has referred in some of its literature to the branch of natural history known as 'sociobiology'. Sociobiology, according to the Front, has shown that there is an inherited disposition - an 'instinct' - in the members of any racial group to unite against the members of any other such group. The new racism in contemporary Britain, according to this vigorous and timely book, is using bad science as a source of new arguments for racist policies: the compulsory repatriation of immigrants, for example. For some time politicians like Enoch Powell have been urging that racial groups are naturally antagonistic to each other. Now Toryism generally - in keeping with its new theory-building tendency - is adopting such ideas.
