Reducing early school leaving is high on the education policy agenda. Too many young people leave school without a basic qualification. The government therefore wants to reduce the number of early school-leavers by half in ten years.This study examines what progress has been made with the objective in this area and identifies the bottlenecks that arise in the various trajectories towards the basic qualification. The study also provides an overview of the backgrounds of early school-leavers. The performance of Dutch education in the field of early school leaving and the basic qualification is also compared with that of the other countries in the European Union.
