Hoeveel kwetsbare ouderen zijn er in Nederland? Neemt hun aantal in de komende jaren sterk toe? Dit rapport biedt voor het eerst een landelijk beeld van ouderen met meervoudige problematiek die daardoor risico lopen binnen enkele jaren zorgafhankelijk te worden en hun zelfstandigheid te verliezen. Voor hulpverleners, beleidsmakers, onderzoekers en ouderen zelf biedt dit rapport zicht op wat in de laatste levensfase kwetsbaarheid is en hoe deze zich ontwikkelt.
Tevens verkent dit rapport de vraag wat ouderen zou kunnen beschermen tegen kwetsbaarheid. Enerzijds zijn kenmerken van de leefomgeving en de leefstijl van kwetsbare en gezonde ouderen vergeleken. Anderzijds is onderzocht welke zorg en ondersteuning kwetsbare ouderen ontvangen en voor wie dit ontbreekt. Het rapport wordt afgesloten met beleidsadviezen en een blik op de toekomst.

Most elderly people feel healthy and happy for a long time. A smaller group has usually become dependent on care and support in old age. The vulnerable elderly are in the transition between these two groups. They appear healthy at first sight and they also feel good, which means that help is often requested or offered too late if problems arise with health. In a number of cases, in retrospect, admission to a care or nursing home might not have been necessary if their vulnerability had been identified earlier and minor quality interventions could have preserved their quality of life.
How many vulnerable elderly people are there in the Netherlands? Will their numbers increase sharply in the coming years? For the first time, this report offers a national picture of elderly people with multiple problems who run the risk of becoming dependent on care within a few years and losing their independence. For care providers, policy makers, researchers and the elderly themselves, this report provides insight into what vulnerability is in the last phase of life and how it develops.
This report also explores the question of what could protect older people against vulnerability. On the one hand, characteristics of the living environment and the lifestyle of frail and healthy elderly people were compared. On the other hand, it was investigated which care and support vulnerable older people receive and for whom this is lacking. The report concludes with policy advice and a view of the future.
