Oxfam's CEO and Leadership
The Chief Executive Officer is responsible to Trustees for the management of Oxfam, and is supported by other members of the Strategic Leadership Team.

Richard Hawkes
Interim Chief Executive Officer
Richard Hawkes is the Interim Chief Executive of Oxfam GB. He was previously Chief Executive of the British Asian Trust, Scope and Sense International as well as International Programmes Director of VSO.
Richard has held a number of non-executive roles including being Chair of BOND (the umbrella body for UK international NGOs), a Trustee of UNICEF UK, Chair of Motivation (an international disability charity) and on the Advisory Boards of the World Humanitarian Forum and the UK’s Charity Bank.
Joyce Idoniboye
Chief People Officer
As Chief People Officer at Oxfam GB, Joyce leads a 90-person HR team, driving transformative people strategies in support of a just world without poverty.
With over 20 years of experience across industries – from publishing to international development – Joyce is known for her bold leadership in organisational design, equity, culture, and talent.
A passionate advocate for Black representation, women’s leadership, and working parents, she brings both authenticity and strategic rigour to the boardroom. Joyce has held senior roles at DDB, CBRE, HarperCollins, Pearson and more.
Outside work, she thrives on spin classes, basketball, family life, and roller skating – living proof that joy, resilience, and leadership can go hand-in-hand.
Lorna Fallon
Interim Chief Supporter Officer
Lorna brings over 20 years’ experience driving income growth and leading strategic transformation within purpose-led, not-for-profit organisations.
Lorna has successfully led multi-disciplinary fundraising teams, holding roles at Barnardo’s, Cats Protection, and Retail and Trading Director at Oxfam GB since 2021.
Lorna is passionate about building inclusive cultures, empowering teams, and centring supporter voices to drive meaningful change and to create a fairer, more just world.
As a board member and trusted advisor, Lorna specialises in commercial strategy and income diversification to deliver sustainable growth, and in building high-performing teams whilst embedding values-led leadership.
Lorna regularly contributes to sector thought leadership on sustainable fashion, and she is a Director of the Charity Retail Association and YMCA Trading Board.
Jackie Nickson
Acting Chief Operating Officer
Jackie joined Oxfam in 2015 and has been Head of Property and Estates for the last 5 years.
She has been a chartered surveyor for 34 years, with experience in private practice, government and institutions, as well as running her own practice. She has over 17 years experience in charity retailing.
As well as being a qualified surveyor, Jackie has an MSc in Environmental Management for Business and is a Trustee at Gaddum, a charity based in Manchester.
Dr Sonya Sultan
Interim Chief Influencing Officer
Sonya, who has more than 25 years’ experience working in international development, said:
“I have built my career through work and postings across East Asia, South Asia, and Sub-Saharan Africa, and am looking forward to using my experience to drive Oxfam’s mission.
"I have helped design and implement national poverty reduction and social protection programmes. I’ve supported social inclusion policy reforms in countries ranging from Bangladesh and Afghanistan to Ghana, Zambia, Ethiopia, Papua New Guinea, Solomon Islands, Vietnam, Sri Lanka, and Nepal.
"I also hold a PhD in Social and Political Sciences from the University of Cambridge, and have held roles at BRAC Bangladesh, the UK Department for International Development and the World Bank, where I most recently served as the Global Lead for Social Inclusion”.
Huric Tang
Chief Financial Officer
Huric has extensive global experience leading finance teams and driving strategic initiatives in the commercial and not-for-profit sectors.
During his time (2017-2020) at the Boston Consulting Group (BCG), Huric led transformation projects for NGOs within the Social Impact practice area. He brings diversified expertise spanning across treasury, operations, financial planning and analysis, statutory reporting, and risk management.
Huric holds a First-Class Honours Bachelor of Accountancy (BAcc) from Nanyang Technological University in Singapore and an MBA from the University of Cambridge. He is a member of Chartered Accountants Worldwide (CAW), a certified Financial Risk Manager (FRM), and a Chartered Financial Analyst (CFA) charterholder.
