Responding to the Climate Change Committee's Progress Report 2025, Natalie Shortall, Oxfam GB Climate Justice Policy Advisor, said:

“While some progress has been made, this report shows the Government must do more to ensure climate policies are fair and bring practical improvements to people’s lives.

“With climate impacts escalating – hitting those least responsible for the crisis the hardest – Government policy must go beyond technological fixes and ensure everyone reaps the benefits from the transition to a low-carbon economy.

“That means ensuring the costs are also fairly distributed. By increasing taxes on the biggest and richest polluters the government can quickly secure much-needed funds to help reduce emissions – at home and in lower-income countries – while ensuring the burden does not fall on ordinary UK households.”
